Ministry of Education: Cancellation of Certificates for Returned Overseas Students from November

In order to implement the decision and deployment of the Party Central Committee and the State Council on reducing certificates to facilitate the people and optimizing services, deepen the reform of "delegating management and service", simplifying the procedures for returning overseas students, and facilitating the work and life of returned overseas students, the Ministry of Education has decided to cancel prove". The announcement is as follows:
1. From November 1, 2020, the "Certificate of Returned Overseas Students" will be cancelled. From October 1, 2020, embassies and consulates abroad will no longer accept applications for issuance. If the application has been submitted before September 30, 2020, the embassies and consulates abroad will provide corresponding services according to the wishes of the overseas students. If the application has been accepted and issued by the embassy or consulate later than November 1, 2020, the "Certificate for Returned Overseas Students" is still valid.
2. After the "Certificate of Returned Persons Studying Abroad" is cancelled, relevant departments and units may use the admission materials of foreign colleges or scientific research institutions provided by the overseas students, degree certificates or graduation certificates issued by foreign institutions, and foreign institutions or scientific research according to actual needs. The identification and experience of the overseas student can be confirmed through the student’s passport and visa, entry-exit information, and return trip receipts, etc., issued by the institution or the overseas academic certificate issued by the overseas student voluntarily at the Study Abroad Service Center of the Ministry of Education.
